99-Year Leasehold Condo at 242 to 250 Lorong Chuan, District 19, 1 Minute’s Walk to Lorong Chuan MRT

Chuan Park (鑫丰瑞府) is a private condominium of 916 residential units and two shop units at 242 to 250 Lorong Chuan, Singapore S556744 to S556748, in District 19. Developed by Chuan Park Development Pte. Ltd., a Joint Venture led by Kingsford Development and including MCC Land and JLCC Development, it is held on a 99-year leasehold commencing 25 July 2024, with Temporary Occupation Permit expected on 30 Sep 2028 and legal completion on 30 Sep 2031.

The development stands on 37,215.6 sqm, or 400,588 sqft, at a plot ratio of 2.1, giving a gross floor area of 78,152 sqm. Five blocks hold 45 stacks between them: blocks 242, 244 and 246 rise to 22 storeys and a maximum of 80m above mean sea level, and blocks 248 and 250 to 19 storeys and 70m. The carpark runs to a single basement level with 740 residential lots, including six accessible lots, and 229 bicycle lots.

Homes are drawn as 14 layouts across eight bedroom bands, from a 700 sqft 2 Bedroom to a 1,550 sqft 5 Bedroom, with penthouse variants running to 1,841 sqft. Every layout also exists in mirrored and ground floor forms, which change the size without changing the layout family. Lorong Chuan station on the Circle Line, CC14, is a one minute walk. Serangoon and Bishan are each one stop away, and both stations sit beside a bus interchange. NEX is one stop or a four minute drive. The Central Expressway is roughly three minutes by car. Four schools sit within a ten minute walk, which is an unusually deep walking catchment for a site of this size.

The land was acquired for $890 million by private treaty, at the fourth attempt after three earlier collective sale exercises failed, at 5.11% below the $938 million guide price. It was bought at its existing plot ratio of 2.1, so no development charge was payable and the gross floor area built is the base entitlement rather than an expanded one.

The grounds carry 54 named items in total: 35 at first storey, a water tank at roof level, and 18 lettered items at basement one, arranged into three landscape zones called The Waterfront, The Forest and the Vibrant Courtyard.

Two bodies of water anchor the scheme. The 50m Lap Pool is 11m wide and 1.2m deep. The Oasis Pool runs 70m long, between 10m and 22m wide, at the same 1.2m depth, with the Oasis Coves and Oasis Jacuzzi off it.

Indoor facilities carry stated capacities. The Gym is 118 sqm. The Function Room is two rooms of 117 sqm seating 23 people each, combinable into one and fitted with a kitchenette. The Kids Club is 84 sqm and the Study Room 80 sqm. Three BBQ pits are provided with tables and chairs, and the fruit trees on the Orchard Pavilion and Botanical Deck are maintained by the management corporation.

The rest of the first storey list runs to a Lawn, a Respite Deck, a Residential Courtyard, a Water Lounge, Poolside Cabanas and Poolside Walk, an Oasis Deck, Recessed Lounges, a Relaxation Deck and Relaxation Lawn, a Hydrotherapy Cove, Kids Adventure Water, Poolside Pavilions, a Botanical Deck, a Kids Playground, a Kids Wading Pool, a Tennis Court, a Garden Pavilion, an Orchard Pavilion, a Tranquil Enclave, a Forest Pavilion, Forest Serenity, Riverside Pavilions, a Riverside Plaza, an Adult Fitness Corner, an Elderly Fitness Corner and a Yoga Deck.

 

14 Layouts from 700 sqft to 1,550 sqft

 

Chuan Park Floor Plan holds every layout in the development, band by band, with the drawings. The eight bands are 2 Bedroom, 2 Bedroom + Study, 3 Bedroom Classic, 3 Bedroom Deluxe, 3 Bedroom Premium, 4 Bedroom Classic, 4 Bedroom Premium and 5 Bedroom. The three 3 Bedroom tiers are separated by size and by share value rather than by room count, so two homes marketed under the same bedroom count can carry different monthly costs.

The homes are not evenly divided between the blocks. Blocks 242, 244 and 246 hold 194 homes each across nine stacks apiece, and blocks 248 and 250 hold 167 each, the difference being the three storeys. Stacks run from 01 in block 242 through to 45 in block 250.

Twelve stacks do not run the full height of their block. Stacks 02, 17 and 20 begin at the fourth storey and stacks 29 and 44 at the third, while stacks 05, 14 and 23 stop at the 21st storey and stacks 31, 32, 41 and 42 at the 18th, which shows on the stacking chart as shorter columns and is not a misprint. Acquired for $890 Million at the Fourth Attempt

 

The site changed hands by private treaty at $890 million, agreed 5.11% below the $938 million guide price, after three earlier collective sale exercises had failed. Kingsford Group and MCC Singapore were the buyers at the time of that sale; JLCC Development appears in the Building and Construction Authority’s record of the project but not in the 2022 sale reports, which is consistent with joining later.

The scale of the site cuts two ways, and both are worth thinking through. A development of this size supports a deeper facilities programme than a boutique site can carry, which is what makes two pools, a tennis court, a full gym and two combinable function rooms viable, and it is also why the monthly maintenance sits where it does rather than higher. Scale equally means a larger pool of comparable homes later, so a unit differentiates on stack, aspect and storey rather than on rarity.

The lease commences 25 July 2024, which is before construction rather than at handover. The position beside a Circle Line station is existing infrastructure rather than a projected improvement, which is a different quality of locational claim from one resting on a masterplan yet to be built.

 

Three Show Units at the Lorong Chuan Showflat

 

The Chuan Park Showflat is on site along Lorong Chuan and opens daily from 10am to 7pm by appointment. Three units are built out, so a visit settles material, scale, ceiling height and finish quality across three points in the range rather than one.

Aspect is fixed by stack, and that is the strongest reason to come in with a unit number or a shortlist: the sales team can work through what each one faces using the stacking chart and the site plan, which is not something a floor plan on its own will tell you. One Minute’s Walk to Lorong Chuan MRT

 

Chuan Park sits directly beside Lorong Chuan MRT Station, CC14 on the Circle Line, a one minute walk from the development. There is no sheltered walkway between the development and either the station or the bus stop, so that walk is an open one. Bishan Bus Interchange and Serangoon Bus Interchange are each one stop away.

By road, the Central Expressway is about three minutes away and the Pan Island Expressway about eight, with Ang Mo Kio Avenue 1 and Braddell Road each about five.

For retail and food, NEX is one stop on the Circle Line or a four minute drive. Chomp Chomp Food Centre and myVillage in Serangoon Gardens are each about five minutes by car. Further afield, Orchard is six stops and Dhoby Ghaut seven, with Raffles Place nine stops or a 16 minute drive and Marina Bay Financial Centre 11 stops.

Setting these figures beside a development approved after harmonisation compares two different bases, which is worth knowing before drawing a conclusion from a size comparison.

The showflat is on site along Lorong Chuan, open daily from 10am to 7pm by appointment, and the hotline is 6717-2888. Three units are built out: a 2 Bedroom + Study, a 3 Bedroom Premium at 114 sqm and a 5 Bedroom at 144 sqm. Between them they cover the small, middle and large ends of the range, so one visit settles finish quality and ceiling height across the whole mix.
