Chuan Park is a 916 unit condominium at 242 to 250 Lorong Chuan in District 19, developed by Chuan Park Development Pte. Ltd. (UEN 202227606Z) under Housing Developer’s Licence C1491. Chuan Park Development Pte. Ltd. is a Joint Venture led by Kingsford Development, with MCC Land and JLCC Development as its other parties. The land is held on a 99 year lease commencing 25 July 2024, and the development has five blocks, three of 22 storeys and two of 19, with two commercial units at basement 1.
The site was the original Chuan Park, completed in 1985 with 444 residential units and 2 strata commercial units. It was sold collectively by private treaty in 2022, at the fourth attempt, to Kingsford Group and MCC Singapore for $890 million, and because the site was bought at its existing plot ratio of 2.1, no development charge was payable.
The appointed team is led by AGA Architects Pte. Ltd. as architect and China Construction (South Pacific) Development Co Pte Ltd as main contractor, with KTP Consultants Pte. Ltd. as civil and structural engineer, United Project Consultants Pte. Ltd. as mechanical and electrical engineer, Surbana Jurong Consultants Pte. Ltd. as landscape consultant and Lee & Lee as conveyancing solicitor. The project account is held with UOB.

Kingsford Development Pte Ltd was incorporated in Singapore in 2011 and is a subsidiary of the Kingsford Group, whose businesses include real estate development, property management and manufacturing, with real estate operations in China and Australia.
In Singapore, Kingsford Development has completed the 512 unit Kingsford Hillview Peak at Hillview Avenue, the 1,165 unit Kingsford Waterbay at Upper Serangoon View and the 1,862 unit Normanton Park. Its ongoing projects include the 142 unit The Hill @ One-North, Chuan Park and a waterfront condominium at Marina Gardens Lane, One Marina Gardens, and its portfolio also includes Lentor Gardens Residences.
Kingsford Development won the Singapore Prestige Brand Award, Global Brands, in 2019. At the PropertyGuru Asia Property Awards (Singapore) 2021, Normanton Park won Best Mega-Scale Condo Development and Best Mega-Scale Condo Landscape Architectural Design.
On the BCA Quality Housing Portal, last updated 1 September 2026, Kingsford Development holds a firm-level CONQUAS Band 1, a track record across its completed projects over a rolling six-year window rather than a grade for any one development, and Normanton Park was graded Band 1 in 2024. Chuan Park has not yet obtained TOP and has no CONQUAS band of its own, so these firm records are the measure a buyer has today, a meaningful quality signal for any buyer assessing a developer’s actual delivery record rather than its marketing claims. The main contractor for Chuan Park, CCDC, holds a firm-level CONQUAS Band 1 over the same rolling six-year window.

MCC Land (Singapore) Pte Ltd is a developing party in the Chuan Park joint venture, together with Kingsford Development. On the same portal it holds a firm-level CONQUAS Band 1, a track record across completed projects over a rolling six-year window, and like any development before TOP, Chuan Park carries no band of its own. Its record there lists seven projects, four still under assessment, with Provence Residence graded Band 1 in 2025, Queens Peak Band 1 in 2021 and The Alps Residences Band 2 in 2021.
